O 21º Departamento de Polícia de Chicago é formado por dois grupos distintos: os oficiais de uniforme, que patrulham a cidade e lidam com crimes urbanos, e a Unidade de Inteligência, que é formada por um time disposto a combater as ofensas mais graves: crime organizado, tráfico de drogas, assassinatos de alto calão e outros. Comandando a Unidade Especial está o sargento Hank Voight , um homem que não mede esforços para aplicar a lei. Trabalha diretamente com ele, está o Detetive Antonio Dawson .
